The Upper Trinity River Basin Transportation–Stormwater Infrastructure (TSI) Plan represents a comprehensive watershed-based approach to integrating transportation planning, stormwater management, flood resilience, and environmental stewardship across one of the fastest-growing regions in North Central Texas. Led by the North Central Texas Council of Governments (NCTCOG), the multi-year effort was developed to address increasing flood risk, infrastructure vulnerability, environmental stressors, and the cumulative impacts of rapid population growth and land development.
The regional Project Area that included 85 cities, eight counties, more than 7,000 miles of streams, and approximately 274,000 acres of floodplain to the west and north of the metroplex. The study area faces growing challenges associated with increased impervious cover, aging infrastructure, evolving rainfall patterns, and fragmented jurisdictional responsibilities, all of which contribute to greater stormwater runoff, flooding, and pressure on transportation and environmental systems.
The TSI planning process was guided by extensive stakeholder engagement, including local governments, transportation agencies, technical experts, and community partners. The resulting framework provides actionable guidance for identifying vulnerable transportation assets, reducing future flood risk, preserving environmentally sensitive lands, expanding the use of Green Stormwater Infrastructure and Nature-Based Solutions, and advancing coordinated regional implementation.
This presentation will highlight the TSI methodology, key technical findings, lessons learned from stakeholder collaboration, and the replication framework developed to support application of the approach in other watersheds. Attendees will gain insights into how integrated watershed-scale planning can improve transportation resilience, strengthen flood risk management, and support sustainable regional growth in rapidly developing communities.
